Protect Vulnerable Communities from Extreme Rainfall and Flooding
Problem
Communities across India are increasingly vulnerable to the effects of extreme rainfall, flooding, and landslides. The people most affected include families living in flood-prone and low-lying areas, farmers, daily-wage workers, small businesses, commuters, and residents whose homes, livelihoods, roads, and essential services can be disrupted during severe weather. Heavy rainfall can overwhelm drainage systems, damage roads and public infrastructure, disrupt transportation, affect access to schools and healthcare, and cause significant economic losses. In vulnerable areas, limited early-warning coverage, inadequate drainage, weak infrastructure, and insufficient disaster preparedness can increase the impact on communities. People need timely information and stronger preparedness measures to reduce avoidable damage and protect lives and livelihoods. This petition calls for greater attention to community-level disaster preparedness, reliable early-warning systems, resilient infrastructure, effective drainage, and coordinated emergency response so that vulnerable communities are better prepared for extreme rainfall and flooding.
Proposed Solution
We propose stronger community-level protection against extreme rainfall, flooding, and landslides through improved early-warning systems, timely public alerts, better drainage and water-management infrastructure, and climate-resilient roads and public facilities. Authorities should identify high-risk areas, regularly assess vulnerable infrastructure, strengthen emergency response and evacuation plans, and ensure that local communities receive clear information before and during severe weather events. Greater coordination between disaster-management authorities, local governments, weather agencies, and communities can help reduce preventable damage, protect lives and livelihoods, and improve long-term resilience.
